The retaining wall at 9th and Carolina was a 1934 WPA project, locally known as "The Wall".  The terrace and concrete stairway provided agile pedestrians a quick route to the upper part of town.  It is several stories high and has been the background of many Senior Class pictures.
 
During the Great Depression of the 1930s the federal government set up a number of programs to provide work for the unemployed.  The best known is the WPA (Works Progress Administration).
